The problem this solves

In most organisations the quality of a decision depends on who happened to be in the room. The same question gets a careful hearing on a Tuesday and a rushed one on a Friday; one team runs a proper pre-mortem, another doesn’t; and six months later nobody can reconstruct why a commitment was made, only who signed it off.

That inconsistency is expensive in a way that rarely appears on any report, because the cost lands as a decision that quietly went wrong rather than as a line item.
